Enbridge’s tax challenge could cost northern Minnesota counties, townships and some cities millions of dollars, because if they are successful in their challenge these entities might owe them refunds.
Enbridge pipelines cross 13 Minnesota counties, transporting crude oil from Alberta, Canada and North Dakota to a terminal in Superior, Wis.
